Generate the Liquid and CSS for a full-width promotional banner that I can paste into my theme as a custom section between sections on my homepage. Use [BACKGROUND_COLOR] as the background. Display the promotional message [PROMO_TEXT] centered in [TEXT_COLOR] at [FONT_SIZE] pixels. Add a CTA link or button labeled [CTA_TEXT] linking to [CTA_URL] next to or below the text. The banner should be [BANNER_HEIGHT] pixels tall with the content vertically centered. Optionally add a small icon or badge image from [ICON_URL] to the left of the text. Make the entire banner clickable linking to [CTA_URL] if no separate button is used. Add [PADDING] pixels of horizontal padding on each side. On mobile, stack the icon above the text if present. Finally, tell me exactly which section file to create and how to add it to my homepage through the Shopify theme editor.
